Accurately attributing cyberattacks to their perpetrators—whether individuals, groups, or states—is one of the most challenging yet essential tasks in cybersecurity. Effective attribution not only ensures that malicious actors are held accountable but also serves as a deterrent to future attacks.
In light of the eighth session of the OEWG on ICT, the LetsTalkCyber initiative organised this online roundtable with the multi stakeholder community to contribute to the international discussions on cyber attribution.
The session, moderated by Angel Alonso Ferrer, Coordinator of the LetsTalkCyber Initiative, included:
• Andraz Kastelic, Researcher, Security and Technology, UNIDIR
• Eliane Goulet-Beaudry, Senior Policy Advisor, Government of Canada
• Duncan B. Hollis, Laura H. Carnell Professor of Law, Temple University School of Law
• Trey Herr, Assistant Professor at American University and Senior Director of the Cyber Statecraft Initiative, Atlantic Council
• John Hering, Senior Government Affairs Manager, Cyber Diplomacy, Microsoft
